CITY OF DUNN PRIVILEGE LICENSE AND TAXES
Privilege License
Any person conducting business within the city either by: maintaining a business location within the city limits; or personally or through agents, soliciting business within the city; or picking up and/or delivering goods or services within the city limits, is liable for the Privilege License tax unless specifically exempted by state law. If an individual or company is engaged in more than one type of business, separate licenses may be required for each type.
A Privilege license can be obtained by completing an Application form. You can receive a form by fax, mail, e-mail or printing it from this site. Property Tax
Property taxes are levied on real property, personal property (automobiles, boats, trailers, etc.) and business personal property. Taxes are levied based on owner information as of January 1st of the tax year. Assessed value of property is established by the Harnett County Assessor’s office (910) 893-7520. All real property, business personal property, and personal property that does not have registered license plates on it that is located within the city limits is billed by the city in July of each year and due on September 1. If paid during August, a 2% discount is given. Taxes may be paid (in full or with payments) without penalty until January 5. After January 5th, all unpaid taxes become delinquent and will be subject to advertisement in the local newspaper and forced collection proceedings.
The tax rate for the City of Dunn is $0.52 per $100.00 of assessed value. The City Council established a Downtown Municipal Service District July 1, 2006. The district covers a 28 block area. This area is assessed an additional twelve (12) cents on the city taxes to cover future needs which surpass the typical services provided by the City. Motor vehicle taxes are billed three months following the renewal of license plates on the vehicle and are due within 30 days of billing. Motor vehicle taxes are billed from the Harnett County Tax Office (910) 893-7520. Payment Options for Property Tax and Privilege Licenses
- You may bring your payment in person to the Finance Department, located at the Dunn Municipal Building, 401 East Broad Street in Dunn, NC 28334.
- You can mail your payment to: City of Dunn Tax Collector, P.O. Box 1065, Dunn, NC 28335-1065
- For your convenience, you may pay your taxes using your MasterCard, American Express, Discover, or Visa credit card. In cooperation with the City of Dunn, Official Payments Corporation offers individuals and businesses the opportunity to pay taxes by telephone or directly over the Internet. This service is safe, reliable, and in accordance with all state and government regulations. In order to process your payment, Official Payments Corporation, the credit card service provider, charges a nominal convenience fee based on the amount of the transaction.
- To pay by credit card call the toll-free number 1-800-2PAY-TAX (800-272-9829) or visit www.officialpayments.com to pay taxes by credit card over the Internet. For telephone payments you will need to enter the Jurisdiction Code 4320 when prompted.
You will be asked to enter information such as:
- The type of tax or fee
- A bill or invoice number
- Your credit card information
- The amount of the tax or fee payment
The system will tell you:
- The total of your payment, including the appropriate fee
- Obtain approval of the charge
- Provide you with a confirmation number. Be sure to write down your confirmation number as a record of your payment. The charge will also appear on your credit card statement: the tax amount on one line, the convenience fee amount on a separate line.
Property Tax Facts
- DUE DATE: Annual property tax bills (taxes levied on real estate, business personal property, individually owned personal property) are due on September 1st and past due after January 5th. Taxes must be paid before the past due date to avoid interest charges. Payments received by mail are deemed received based on the date shown on postmarks assigned only by the U.S. Postal Service. It is to your advantage to mail your payment several days in advance of the past due date.
- The ownership, valuation, and taxability of property are determined annually as of January 1st.
- INSTALLMENTS: Partial payment plans are available for your convenience. Taxes must be paid in full before the past due date. For more information on partial payment plans, contact Shannon McIntyre, City Tax Collector, at (910) 230-3516.
- ESCROW/MORTGAGE ACCOUNTS: Many lending institutions/mortgage service company’s request tax bills for payment. The Tax Collector is not responsible for any failure of the lender/service company to pay taxes. It is the property owner’s obligation to ensure the timely payment of taxes. If funds are held in escrow to pay this bill, please forward the bill to the appropriate mortgage holder.
- TRANSFER OF OWNERSHIP OF REAL PROPERTY: The Tax Collector’s Office has no involvement in proration agreements between buyers and sellers.
- INTEREST: Interest on past due balances is 2% for January (beginning after January 5th) and ¾ of a percent per month thereafter. Enforcement measures will begin immediately after the bill is past due. There are no provisions in the law to adjust or waive interest.
- FAILURE TO PAY: Enforcement measures can include but are not limited to attachment of wages and bank accounts, levy on personal property, and foreclosure.

- BANKRUPTCIES/CLOSINGS: North Carolina law requires that you notify the Tax Assessor/Collector’s Office if you are filing for bankruptcy or going out of business.
- Returned Check Fee is $25.00 or 10% of the check amount, whichever is greater.
